The most resilient team I have ever observed did not look resilient. They were not particularly visible. They did not have a culture deck that talked about resilience. Their leader did not give speeches about bouncing back from adversity. What they had — and what I only understood properly after watching them navigate a genuinely difficult eighteen months — was a set of habits, norms, and structural conditions that had been built during the quiet periods, when there was no crisis to respond to and no external pressure to perform.
When the difficult period arrived, they did not have to become resilient. They already were. The work had been done long before it was needed.
This is the thing that most organisational resilience programmes get wrong. They are designed to build resilience in response to difficulty. They are triggered by crisis, implemented under pressure, and evaluated against the immediate outcome. And because they are designed for the crisis, they are almost always too late.
There is a logic to crisis-triggered resilience programmes that is superficially compelling. Something difficult happens. The organisation responds. The response includes training, support, and structural changes designed to prevent the same thing from happening again. This is how organisations learn.
The problem is that the kind of resilience that matters most — the kind that determines whether a team can maintain cognitive function, make good decisions, and sustain productive relationships under sustained pressure — is not built in response to crisis. It is built in the conditions that precede crisis. And those conditions are almost never the focus of organisational attention, because there is no crisis demanding attention.
The research on high-reliability organisations — the teams that consistently perform well in high-stakes, high-uncertainty environments — makes this point clearly. Karl Weick and Kathleen Sutcliffe's work on organisations like nuclear power plants, aircraft carriers, and air traffic control centres identifies five characteristics of teams that maintain performance under pressure. None of them are crisis-response capabilities. All of them are habits of attention, communication, and decision-making that are built and maintained during normal operations.
The organisations that fail under pressure are not the ones that lack crisis-response plans. They are the ones that have not built the underlying capabilities that crisis-response plans assume are already in place.
Individual resilience is primarily a neurobiological and psychological phenomenon. Team resilience is primarily a social and structural one. The two are related — a team of individually resilient people is better positioned to develop collective resilience — but they are not the same thing, and conflating them produces interventions that address the wrong level.
At the team level, resilience requires three things that are almost never the explicit focus of team development programmes.
The first is psychological safety — the shared belief that the team is safe for interpersonal risk-taking. Amy Edmondson's research at Harvard, which has been replicated across dozens of industries and contexts, shows that psychological safety is the single strongest predictor of team learning and adaptability. Teams with high psychological safety surface problems earlier, update their models faster, and maintain performance under pressure more consistently than teams without it. The mechanism is straightforward: when people are afraid of being penalised for raising concerns, they do not raise concerns. Problems that could have been addressed early are addressed late or not at all.
The second is cognitive diversity — not demographic diversity, but diversity in the ways team members process information and frame problems. Research by Scott Page at the University of Michigan shows that cognitively diverse teams consistently outperform cognitively homogeneous teams on complex problems, even when the homogeneous team has higher average individual ability. The reason is that complex problems have multiple valid framings, and a team that can only see one framing will miss solutions that are visible from a different angle. Under pressure, when cognitive resources are constrained and time is limited, the team that has built the habit of multiple framings has a significant advantage over the team that has not.
The third is recovery infrastructure — the structural conditions that allow teams to restore function between periods of high demand. This is the least glamorous of the three and the most consistently neglected. Teams are designed for output, not for the recovery that makes sustained output possible. Meeting schedules, communication norms, workload distribution, and the physical and temporal conditions of work are almost never designed with recovery in mind. They are designed for efficiency, which is not the same thing.
The reason these three conditions are so rarely built is that they require investment during the quiet periods — the periods when there is no crisis demanding attention and no visible return on the investment.
Psychological safety is built through hundreds of small interactions over months and years. The leader who responds to a raised concern with curiosity rather than defensiveness. The team meeting where a failed initiative is discussed as a learning opportunity rather than a performance failure. The one-to-one conversation where a team member is encouraged to say what they actually think rather than what they believe the leader wants to hear. None of these interactions are dramatic. None of them would make it into a case study. But they are the substance of psychological safety, and they cannot be manufactured in a crisis.
Cognitive diversity requires deliberate hiring and development decisions made long before the problem that diversity will help solve has appeared. It requires a leader who is genuinely interested in perspectives that differ from their own — not as a performance of open-mindedness, but as a real epistemic commitment. And it requires the patience to sit with the friction that cognitive diversity produces in normal operations, because diverse teams are slower and messier in the short term than homogeneous teams, even though they are more capable in the long term.
Recovery infrastructure requires redesigning the conditions of work in ways that reduce efficiency metrics in the short term. Fewer meetings. More protected time. Explicit permission to not respond immediately. These changes are easy to make during a quiet period and almost impossible to make during a crisis, because the crisis creates pressure to do more, not less.
The leader who builds a resilient team is not the leader who responds well to crisis. That leader may be visible and impressive, but the crisis they are responding to is partly a consequence of the resilience infrastructure that was not built during the quiet period.
The leader who builds a resilient team is the leader who invests in the conditions of resilience when there is no immediate return on that investment. Who builds psychological safety through consistent behaviour over time. Who hires for cognitive diversity and tolerates the friction it produces. Who designs recovery into the structure of work rather than treating it as a luxury that can be deferred until the pressure eases.
This is not a heroic leadership story. There is no crisis to navigate, no burning platform to jump from. There is just the quiet, consistent work of building the conditions that will determine how the team performs when the difficult period arrives — as it always does.
The question is not whether your team will face sustained pressure. It is whether you will have built the infrastructure to navigate it before it arrives.
